I would say both questions aren't good at all.

"What's the best age to start with bowling?" would be correct.

The thing is that you're asking at which age the teacher should be and I don't think you want to ask that.

I would say the best age to start with bowling would be the time when you're able to understand and to implement what the trainer is telling you - but if you are at such an age then as early as possible. But that's individual for each child. I would say that's at an age between 6 and 9.
